Colonel Melissa A. Zebley
Former Superintendent of the Delaware State Police and Current Executive Director for Wilmington University’s Center for Law, Justice and Society
Colonel Melissa A. Zebley is a lifelong Delawarean who served 32 years with the Delaware State Police, rising through roles such as trooper, commander, and executive staff member. In 2020, she became the agency’s 26th Superintendent and the first woman to lead it, overseeing Delaware’s largest law enforcement organization. Throughout her career, she contributed to leadership development programs and specialized teams while earning advanced degrees and completing prestigious national training programs. After retiring, she became Executive Director of Wilmington University’s Center for Law, Justice and Society and was inducted into the Delaware Women’s Hall of Fame in 2024.
